Might be a little early to see anything and bears are not guaranteed - but you could enquire. There are some small fall runs late September but the big ones are usually later in the fall and winter, for instance Squamish, north of Vancouver where 3-5 thousand eagles gather to gorge on salmon along with grizzly and black bears. Near Victoria, the Goldstream run is usually late October.

The Englishman River and Stamp River are not far north Nanaimo on Vancouver Island. There is a ferry from Vancouver to Nanaimo but you would probably have to rent a car.
